About Governing Council

The Governing Council is the highest policy making body of CIRDAP. It comprises the Ministers of all member states in charge of agriculture and rural development. The Governing Council meets every two years.


The Functions of the Governing Council are to:

a.                  determine the policy of the Centre and approve its programme of work and its budget;

b.                  determine the contributions of Member States;

c.                   review the report o the work of the Centre and the audited accounts;

d.                  adopt the financial regulations of the Centre;

e.                   select the State and any agency or organization which may be represented on the Technical Committee and appoint the Director General of the Centre;

f.                    admit States to membership;

g.                   adopt amendments to the Agreement for the establishment of CIRDAP;

h.                   approve formal arrangements with other organizations or agencies and with governments, including any headquarters agreement concluded between the Centre and the state in which the seat of the Centre is situated;

i.                     set up, under its supervision, such subsidiary bodies as may be necessary or useful for the performance of the functions of the Centre;

j.                    approve the conditions of employment of the staff; and

k.                  perform al other functions that have been entrusted to it by the CIRDAP Agreement or that are necessary or useful to carry out the Centre’s activities.

 

The Governing Council may, within the limits determined by it, delegate to the Executive Committee such of the functions referred to in paragraphs 1 (h), (i) and (j) above as it may decide.
